During the dog days of summer, Hugo relies on the First Law of Thermodynamics. He welcomes the effects transferring heat from a higher temperature object (himself) to a lower temperature object (the floor).
As a result, Hugo has added energy to the floor, increasing the kinetic energy of the molecules of the floor. To stave off complete boredom, he is attempting to transfer enough energy to have the floor undergo a change of state—in this case liquify. Won’t that be a fine trick!

Finally, Hugo manages to cause the floor to change state—just long enough to cause the camera operator to fall over. He tries to look sympathetic, but inside he laughs.
